The Maine State Legislature Joint Select Committee on Housing met on September 25, 2024. Part of the meeting went over a report from the Governor’s Office of Policy Innovation and the Future, which included county-by-county housing production goals.
Statewide goal: 84,300 units by 2030.

Penobscot County goal: 5820 units by 2030.

Data for housing production was taken from the Statewide and Regional Housing Production Goals report created by Maine Department of Economic and Community Development and MaineHousing. See the report below:
How does Bangor fit into this?
According to the city’s development team we’re short about 1200 units of housing citywide. Recently the City Council accepted a housing study performed by the same company that performed Maine’s study, HR&A. Along with the study they included an implementation guide which my personal understanding is the city staff is currently in the process of reviewing.
